What City of Dallas permits show
We matched every permit in the Dallas OpenData building-permits file whose contractor field names Summerhill Pools, filtered to single-family pool permits (the same rules as our directory and methodology).[14] All 91 list the contractor as "SUMMERHILL POOLS 10720 MILLER RD., STE 218, DALLAS."
| Year | Permits | Permits with declared value ≥ $5,000 | Median declared value |
|---|---|---|---|
| 2018 | 29 | 29 | $65,000 |
| 2019 | 24 | 19 | $45,000 |
| 2020 (Jan–Aug) | 38 | 1 | too few to report |
- Size: median listed area 406 sq ft across 88 permits with an area value. 11 of 91 work descriptions mention a spa.
- Declared values: $38,000 to $105,577 on the permits with a value of $5,000 or more. Across all 997 such single-family pool permits in Dallas, the median was $47,000, so Summerhill's $52,000 median sits a little above the citywide figure. Declared values are what the builder writes on the application, not contract prices.
- Timing: 38 permits were issued in the first eight months of 2020, 30 of them in June through August. Almost none of the 2020 permits carry a declared value, so the 2020 value column can't be compared.
- Permit type: the city labels most of these "Single Family Renovation" or "Alteration," but nearly all of the work descriptions read "INSTALL SWIMMING POOL." We report the city's labels as published.

44 of 91 permits (48%) were in 75214, 75238 and 75218, the East Dallas ZIPs around its Miller Rd office (75238), which fits the company's description of itself as an East Dallas / Lake Highlands firm.[1] We don't publish street addresses or homeowner names. The Dallas dataset only covers the City of Dallas, so work in Highland Park, University Park, Richardson or Plano isn't counted, and it stops in August 2020. Summerhill had no residential pool permits in Frisco's Jul 2025–Sep 2026 reports.[15]
What the company says about itself
All of the following are company's claims from its own website, checked October 23, 2026. We have not verified them.
- Process: an onsite consultation with a landscape architect, a 3D design (Pool Studio), a detailed estimate, a showroom visit for material selection, then permits and construction.[4] It says its estimates include "pricing, information, building scope, utility locations, and timelines upfront" to reduce change orders.[1]
- Timeline: "about six to eight weeks for a concrete pool" when everything runs smoothly (pool FAQ), while its homepage and process page say "12 to 16 weeks," depending on the complexity of the pool and add-ons such as a kitchen or fire pit, plus weather. The two pages don't explain the difference; ask which applies to your project.[5][1][4]
- Construction: says it uses shotcrete on every pool and calls it "roughly eight times stronger than the industry standard gunite," and that it sources plaster from PebbleTec and uses pre-mix.[6] We have not seen independent support for the "eight times stronger" figure. Shotcrete and gunite are both sprayed concrete; strength depends on the mix and application. Ask for the specified compressive strength in writing.
- Credentials listed: PHTA Certified Building Professional; APSP Certified Service Professional; NSPF Certified Pool-Spa Operator; National Plasterers Council start-up technician certification and auxiliary membership; Jandy Pro-Edge builder (which it says extends Jandy equipment warranties to three years); and a "Texas Independent Contractors License #681."[3] These are certifications of individuals or trade programs and weren't checked with the issuers. Texas has no state pool-builder license. The licensed trade is pool electrical work, which TDLR says must be done by licensed electricians working for an electrical contractor.[16]
- Financing: its financing page lists contacts at Frost Bank and Lyon Financial.[8] We have no relationship with either.
- Other awards it lists: "Best of 2026" (Business Rate), "The World's Greatest Pools 2026," and Nextdoor Neighborhood Fave 2020–2024.[1] We confirmed only the Greater East Dallas Chamber award, on the Chamber's site.[13]
What homeowners have posted
- r/Dallas, Apr 2022, a homeowner mid-remodel: "Ended up going with the first estimate we got from Summerhill Pools for roughly 16k. Granted, this cost is more than just plastering, we also needed to take out a spa..." The poster said the estimate came in late February and work began in mid-March.[17]
- r/plano, Aug 2026: in a thread asking for resurfacing recommendations, one commenter recommended a named Summerhill salesperson, saying he had been with the company at least 15 years, pointed out hairline cracks in their pool, and helped them choose tile and coping in the showroom (paraphrased). The comment had a negative score in that thread.[18]

Complaints and court records
This profile does not yet include a county court-records search or a review of BBB complaint text, so we make no statement either way. Before signing with any builder, search the company and owner names in Dallas County court records and read the BBB complaint history. Our vetting guide shows how.
Not yet verified
We have not yet confirmed: the live BBB grade and complaint count, a Google rating, written warranty terms, an insurance certificate, the typical payment schedule, the issuer of "License #681," and permit counts outside Dallas and Frisco. Ask the builder for these in writing. Our Texas payment schedule guide covers what deposit and draws are normal and the 10% retainage Texas law says the owner should hold.

FAQ
Is Summerhill Pools a big pool builder in Dallas?
By City of Dallas permit count, yes. It pulled 91 single-family pool permits from January 2018 to August 2020, the #2 total among the 79 builders we track, behind Riverbend Sandler Pools. That is 5.3% of the 1,716 single-family pool permits in the dataset. Permit counts measure activity, not quality, and the dataset ends in 2020.
When was Summerhill Pools founded?
Its About page says Mark McCaffrey founded the company in September 1989, and other pages say 'since 1989.' One company press release says the business began in 1987. We have not checked state business-filing records.
Is Summerhill Pools BBB accredited?
The company says it is BBB accredited with an A+ rating. BBB's category page of accredited swimming-pool businesses near Dallas lists Summerhill Pools Outdoor Living at 10720 Miller Rd, Dallas. We saw that listing through a search-engine snapshot and have not yet confirmed the grade on its live BBB profile page.
Does Texas license pool builders?
No. Texas has no statewide pool builder license. Summerhill lists a 'Texas Independent Contractors License #681' on its site; we could not identify which agency issues that license. The state does license the electricians who wire pools (TDLR), so ask for the electrical contractor's license number.
