Updated October 24, 2026. Data: City of Frisco monthly Permits Issued reports, July 2025 to September 2026 (the latest month posted when we checked on October 24, 2026).[1][2] Counts only. We don't publish homeowner names or addresses.
Frisco's Building Inspections division posts a report of every permit it issues each month.[1] We pulled the residential pool permits (the city's "RES POOL" type) from each report and counted them by month and by the contractor named on the permit. This is the same data behind the Frisco column in our builder directory. We'll add each new month after the city posts it.

- No winter slump in permits. October 2025 through March 2026 had 95 permits; April through September 2026 had 99. Permits are pulled before digging, so a permit in December usually means a pool finished in spring.
- Peak: April and May 2026 (22 and 24) were the two busiest months. If you want a pool by summer, builders are pulling permits for it in spring.
- Year over year: 37 permits in July–September 2025 and 39 in the same months of 2026. Two summers is a short series, so we don't call it a trend.
What's counted: permits with the type "RES POOL." Not counted: semi-public pools (12, e.g. HOA and apartment pools), public pools (2), interactive water features (8), pool repair (4), stand-alone spas (1) and the "RPDMO" type (5), which the reports don't define; we read it as residential pool demolition but haven't confirmed that with the city. Frisco reports permits by issue date, not by when the pool was finished.

Permit counts measure volume, not quality, price or customer satisfaction. A big builder will naturally show more permits. Some permits name a person or a small firm we don't track, and we don't publish individuals' names. A few large builders work mostly outside Frisco, so a low Frisco count doesn't mean a builder is small. Builder names link to our profile where we have one.
Where Frisco's pool builders are based
Each permit prints the contractor's mailing address. Only 31 of the 231 residential pool permits (13%) list a Frisco address; most went to builders based in nearby cities.
| Contractor's listed city | Permits |
|---|---|
| Plano | 45 |
| Frisco | 31 |
| Lewisville | 20 |
| Celina | 16 |
| McKinney | 15 |
| Prosper | 8 |
| Southlake | 7 |
| Dallas | 7 |
| Other cities, or address we couldn't read | 82 |
Read from the contractor address block in the PDF reports. Text extraction cut off some city names, so a few permits fall into "other." A builder's address is often an office or showroom, not where its crews are based.
How a Frisco residential pool permit works
- When you need one: above-ground pools, in-ground pools and spas holding more than 24 inches of water need a pool construction permit, handled by the city's Health & Food Safety department.[3]
- Fees (July 2026 checklist): in-ground pool $200; in-ground pool and spa $275; above-ground pool $100; spa $75; plus separate amounts for items such as demo, plumbing, electrical and deck-only work ($50–$75).[4]
- How to apply: applications and drawings go through the city's online application system. The package includes a plot plan showing the pool, drains, deck and equipment relative to property lines and the house.[4]
- Rules worth checking in your design: the water's edge must be at least 3 feet from any property line; the pool must keep a 1:1 ratio between its depth and the distance from the back of the pool beam to the house foundation, or the builder must submit a Professional Engineer letter; no part of the pool beam may sit on an easement; and pools deeper than 5 feet need a way to exit the deep end.[4]
- Five inspections: belly steel and ground (temporary safety fencing must be up first), gas/P-trap, deck steel, pre-plaster, and pool final. At pre-plaster, permanent fencing and gates must be in place, and the city requires a Certification of Pool Protection Device Installation form with notarized signatures of all homeowners.[4][5] The city says stop-work orders or citations may follow for failing to get and pass each inspection.[4]
- Contractor registration: Frisco lists pool contractors among the trades that must register with Building Inspections before permits are issued. Registration requires insurance information, and the registration number ("R-Number") expires the same day as the contractor's general liability insurance.[6] Separately, TDLR says new pool electrical installation in Texas must be done by licensed electricians working for an electrical contractor.[8]
Use this before you sign
- Ask your builder who will pull the permit, and get the permit number before excavation.
- Look the permit up in Frisco's eTRAKiT permit search to see its status and inspections.[7]
- Ask for the builder's Frisco R-Number and a current insurance certificate. eTRAKiT can also show which contractors are currently registered.[6]
- Tie your payment draws to passed inspections (belly steel, deck, pre-plaster, final). Our Texas payment schedule guide explains normal draws and the 10% retainage.
- Remember the fence and the notarized pool-protection form before plaster. Fencing is often a separate contract.

Method: we downloaded each monthly Permits Issued PDF from the Frisco archive (ADID links above), extracted the permit type, issue date and contractor block, and counted "RES POOL" permits. The September 2026 report was the latest posted when we re-checked the archive on October 24, 2026. If you spot a miscount, tell us.
